Using a buyer's agent in a confusing market

One of the main reasons to use a buyer's agent is that this market is confusing. There are risks buying real estate when prices are declining, and no one knows when the market will improve. A buyer's agent with experience will keep up closely with the market and the trends with the buyer's position in mind. A listing agent is always thinking about how to sell the properties they have listed, but a buyer's agent is concerned with what's best for the buyer.
In some cases, it might be best for a buyer to rent for awhile, and a good buyer's agent will make this recommendation if the situation calls for it. The main point is that a buyer needs someone who can help them navigate a confusing market and will gather all the necessary information to make a well-informed decision. Even though it might be better for some to rent, there are still many good reasons for buyers to buy in this market, but each buyer's situation is different. For the most part, the deals that can be made now will likely be better than the deals made two years from now when most experts say the market will start turning around.
But, price is not everything, because, afterall, unless you are an investor, a home is a place to live, so the value of ownership has to be taken into account. Many buyers value the act of buying and the ability to renovate and put their personality into a home, which is much harder, or impossible, to do when you're renting. But buying a fixer upper can be risky unless you know what to look for. An experienced buyer's agent will know enough about the physical aspects of homes to help you make a good decision, or the agent will know which professionals will give the best estimate of costs to renovate.
